Obama order lays out ethics requirements

Section 1.6 of Obama's executive order on executive branch ethics requires all appointees to pledge "that any hiring or other employment decisions I make will be based on the candidate's qualifications, competence, and experience." During his transition period, Obama stressed pragmatism and inclusion in his selections; two picks, Defense Secretary Robert Gates and Transportation nominee Ray LaHood, are Republicans.
